The Civil Aviation Authority (CAA) has said that it intends to protect airline travellers and keep air travel costs as low as possible.
Relating specifically on Heathrow, Gatwick and Stansted, the statement is part of the CAA's price control review of the BAA-run airports.
The CAA found that in order to give passengers the best service possible, all the airports should be regulated separately.
This would, according to the CAA, allow "each airport to meet airlines' and passengers' demands for the service quality … in an efficient manner".
From the airports mentioned by the CAA, Heathrow "is the world's busiest international airport", serving 180 destinations in over 90 countries across the world.
However, Gatwick, which is "the world's seventh busiest international airport", serves more destinations, with the aircraft using the airport to fly to more than 200 locations.
